I just started a new game, and i can't get her to spawn. Does it happen after a certain mission, i don't remember her being this difficult before.

Neighborhoods in Ndom (cm) got character. "Old Penance" is a throwback spot. I remember this one time, I was strollin’ by and saw some street art dat nearly made my head spin. Sure, it's a bit grungy, but the soul’s there, real as can be. Then there's uptown "Noble Heights," where all da fancy folks be. Me? I like da raw edges – where sweat and hard work meets beauty, capisce?
